FEMA Training - "Core 4"

If we want to be a greater asset to our community in the event of a disaster, we have to know how to work with the agencies we are trying to serve. Following several recent national disasters, it became obvious that agencies at the local, state, and federal levels needed to better standardize on methods of communication in order to better cooperate with each other in times of need.

In an attempt to solve this problem, the federal government has now required all federal, state, and local agencies to adopt national standards in order to receive federal disaster relief funds. The new government regulations require the served agencies to only use volunteers who have been trained to operate with this framework (i.e. have passed the required FEMA certifications). As a result, the Amateur Radio Emergency Service (ARES) is requesting hams to take this FREE online FEMA training. These courses are a good opportunity to learn new skills which will make you a more valuable resource in the event of a disaster.

The four following courses are called "Core 4":

I recently took the four above mentioned free courses and they are very easy. Just read through the online material and watch the videos, then take the multiple choice test at the end of each course. I think this training will make hams better prepared to help in times of need.

Introduction To Emergency Communications Course
Enrollment is now open for Introduction To Emergency Communication (EC-001). This is being offered as a self-paced online course through the ARRL. The cost is $50.

DESPP Sponsored Auxiliary Communications Workshop
May 3-4 at the CT Fire Academy

This class is designed for those auxiliary emergency communicators and
groups who volunteer to provide backup emergency radio communications
support to public safety agencies. Typically this includes amateur
radio and Radio Emergency Associated Communications Team (REACT)
communicators, but may include other volunteer emergency
communicators.

Volunteer emergency communications operators/groups, using amateur
radio, have been providing backup communications to public safety for
nearly 100 years. Event planners, public safety officials, and
emergency managers at all levels of government utilize their services.
Often, amateur radio services have been used when other forms of
communications have failed or have been disrupted. Today nearly all the
States/Territories have incorporated some level of participation by
amateur radio auxiliary communication operators into their Tactical
Interoperable Communications Plans (TICPs) and Statewide Communications Interoperability Plans (SCIPs).

This course focuses on auxiliary communications interoperability, the
relationship between the COML and the volunteer, emergency operations
center (EOC) etiquette, on-the-air etiquette, FCC rules and
regulations, auxiliary communications training and planning, and
emergency communications deployment. It is intended to supplement and
standardize an operator’s experience and knowledge of emergency
amateur radio communications in a public safety context. If you are

- You will learn how to be an asset to the National Weather Service as you participant in ARES-SKYWARN activities here in Region 2, which covers New Haven County and Middlesex County.

Forecasters from the National Weather Service conduct storm spotter training sessions to help prepare spotters for the upcoming severe weather season. The training sessions cover fundamental information that every spotter needs to know, with a focus on safety, identification of key weather features and proper reporting procedures. Most sessions are open to anyone who is interested in learning more about being a spotter. All classes are free.

Please note:
A short multiple choice, true/false exam may be given at the conclusion of each class. Spotter cards with your new number will be mailed to you with a passing grade of 70% or higher.

National Incident Management System (NIMS) Incident Command System (ICS) and YOU

Two events have changed the training world:
The 9/11 Attack and Hurricane Katrina.

During recovery efforts for these two events, we learned that the various agencies and volunteer organizations did not work well together. As a result, FREE on-line training was developed to remedy this situation.*

Key Points:
The agencies we service require this training.

It's easy. It takes less than 1/2 a day.

It is a Federally mandated way for federal, state, and local groups, and also for volunteer groups to communicate with each other.

It gives us credibility.
- First, we know how to talk to the government officials.
- Second, the fact that we have been trained and know the language gives us credibility when we enter a site.

Emergency entities that receive federal money to pay for equipment must be ICS compliant.

Connecticut subscribes to NIMS:

Executive Order No. 10
STATE OF CONNECTICUT

WHEREAS, President George W. Bush in Homeland Security Directive No. 5 (HSPD-5), directed the Secretary of the United States Department of Homeland Security (USDHS) to develop and administer a National Incident Management System (NIMS);
WHEREAS, NIMS will provide a consistent nationwide approach for federal, state, local and tribal governments to work together to effectively and efficiently prevent, prepare for, respond to and recover from domestic incidents, regardless of cause, size or complexity;
WHEREAS, the collective input and guidance from all federal, state, local and tribal homeland security partners to the USDHS has been, and will continue to be, vital to the development, effective implementation and utilization of a comprehensive NIMS;
WHEREAS, it is necessary and desirable that federal, state, local and tribal emergency agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management;
WHEREAS, to facilitate efficient and effective incident management, it is critical that federal, state, local and tribal governments and organizations utilize standardized terminology and organizational structures, interoperable communications, consolidated action plans, unified command structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management and designated incident facilities during emergencies or disasters;
WHEREAS, the NIMS standardized procedures for managing personnel, communications, facilities and resources will improve the State of Connecticut’s ability to utilize federal funding to enhance local and state agency readiness, maintain first responder safety, and streamline incident management processes;
WHEREAS, the Incident Command System (ICS) components of NIMS are presently an integral part of various incident management activities throughout the State of Connecticut, including current emergency management training programs;
WHEREAS, the National Commission on Terrorist Attacks (the “9-11 Commission”) recommended adoption of a standardized ICS; and
WHEREAS, adoption of the NIMS and an integrated ICS by the State of Connecticut is vital to ensuring continued access to federal funds from a variety of sources, which funds shall be used to further increase the preparedness of Connecticut’s governmental units to respond to domestic incidents which threaten the health, welfare, safety and security of Connecticut’s citizens.
NOW, THEREFORE, I, M. Jodi Rell, Governor of the State of Connecticut, by virtue of the authority vested in me by the Constitution and Statutes of the State, do hereby ORDER and DIRECT:
1) The establishment of the National Incident Management System (NIMS), as promulgated and from time to time revised by USDHS, as the standard system within the State of Connecticut for the management of domestic incidents which affect the health, welfare, safety and security of Connecticut’s citizens;
2) Direct the Commissioner of the State of Connecticut Department of Emergency Management and Homeland Security (“DEMHS”) to take such action as the Commissioner shall deem advisable to establish training programs, policies, procedures and protocols to implement the NIMS and integrated ICS components within all appropriate emergency action and other plans for the State of Connecticut so as to ensure effective and efficient levels of incident management; and
3) For purposes of funding the activities of the DEMHS in carrying out the purposes of this Executive Order, the DEMHS, as necessary or permitted in accordance with applicable law and to the extent available may: (1) apply for grants from governmental or other sources; (2) accept and expend such grants on behalf of itself, the State of Connecticut through the Office of Policy and Management or such other state agencies as is advisable; and (3) operate within the existing appropriations of the agency.

This Executive Order shall take effect immediately upon the date hereof.

Type in the course number in the search box on the FEMA page and it will bring you to the course.

I just tried the link again and it worked for me. From the FEMA page, scroll down to the course list and click on the appropriate link to be taken to the page for each course. From the class page, you will find links in the right sidebar to take the course or download the materials.
