Hello!
As you remember from your studies, the FCC grants us a wide range of frequencies and modes to play with. And, in exchange, our operating privileges come with responsibilities.
Specifically …
 
FCC Part 97 Amateur Radio Service,  Subpart A--General Provisions,  §97.1 Basis and purpose.
The rules and regulations in this Part are designed to provide an amateur radio service having a fundamental purpose as expressed in the following principles:

(A)  Recognition and enhancement of the value of the amateur service to the public as a voluntary noncommercial communication service, particularly with respect to providing Emergency Communications.

Amateur Radio Emergency Service (ARES - pronounced “AIR-EZE”)
 
ARES is part of the Field Organization of the American Radio Relay League (ARRL), which is based in Newington, CT.  It serves to provide a structure not only for Amateur Radio Operators to volunteer their time/equipment/expertise for those times when regular communication systems either become overloaded or fail, but also to provide training and practice opportunities in order to establish a functional level of readiness.

As a member of ARES, you will be part of a State and Federal recognized Voluntary Organization Active in Disaster (VOAD) that provides Public Service (Auxiliary) communications to support Wallingford (and other communities) in times of need.
